How to make such an effect in a couple of seconds:

– open the image in the Picsart app,

– press «effects» and choose «h/b»,

– click «add photo» and add the second image, stretch the whole screen,

– if you want to rotate the image, press «crop», then «rotate»,

– press «mix» and select «boost»,

– press «transparent» and adjust the intensity of the second image.
